WebSearch: SPIRES author query combines a/ea index

• In SPIRES author syntax queries, use a combination of exact and fuzzy author indexes to simulate SPIRES behavior of trying all truncations of the search string, with a minimal number of false positives.
  
  ie., 'James' should return 'J.', but not 'John'.
