Remove date stamp comments from Eclipse APT config

Eclipse 4.3 strips them out anyway, and they are not necessary
for the annotation processor to function.

This commit removes them across the board throughout Fiji, rather than
piecemeal as done in c499b4930078af8f1a0d0834f0d02c6c866aac18 and
e0a3fc397ec6f78900597e048a063cdb8150d891. Should have done them all at
once in the first place!
