Prepared first commit with a Jar updater updateJar.bat

This updater copies all files in icons, and plugins.config and BIOP_VSI_reader.ijm to the BIOP_VSI_reader.jar jar file.

I could add a path to copy the Jar to, or maybe just update the jar inside Fiji directly, but I see no point.
